Rochester Man Sentenced in Teen Sexual Assault Case

24-year-old Kyle Preston Garrow appeared before an Olmsted County judge this morning and was sentenced following his convictions on two counts of third-degree criminal sexual conduct. He admitted to the charges in late April through a plea agreement reached just hours before his trial was scheduled to begin.

Sexually Explicit Materials Found on Child's Phone

Court documents indicate Garrow was charged in January 2024 with a total of eight felonies stemming from a Rochester police investigation that began on Christmas Day 2023, when officers responded to a report concerning sexually explicit messages found on a 14-year-old girl's cell phone. A man and a woman contacted police and told investigators the juvenile had been communicating with Garrow through Snapchat.

Supplied Girls With Vape Pen

The criminal complaint says the investigation led to a third adult, who informed police that another juvenile girl reported she had met Garrow at a northwest Rochester park. The girl was later interviewed by investigators and described how she and the other juvenile had exchanged messages with Garrow and that he had supplied them with a vape pen.

According to the charges, one of the girls met with Garrow on three other occasions. The criminal complaint states the incidents occurred at two different city parks and at Garrow's apartment after the victim agreed to meet with him to obtain marijuana and other "products."

Convinced Victims to Send Him Explicit Images

According to the criminal complaint, Garrow also persuaded the two girls to send him sexually explicit images and videos of themselves. The court document states the girls also told investigators Garrow sent them videos showing him engaged in sexual activity with another female.

Required to Register as Predatory Offender

Minnesota court records indicate Garrow was required to register as a predatory offender because of a criminal offense committed in Wright County in 2018, when he was a juvenile.

The 109-month prison sentence gives Garrow credit for 554 days he has already served in jail since his arrest. It also requires him to remain on conditional release for the remainder of his life after completing his prison sentence.
