ST. CLOUD - St. Cloud Mayor Dave Kleis wants to add 13 people to the city staff, including putting five more police officers on the street.

Kleis laid out his city budget proposal for 2015 during this (Monday) evening's council meeting.

The five new officers would be contingent on the city getting a federal COPS grant to help pay for their salaries. If the grant doesn't happen, only two new officers would be hired.

Kleis has proposed a 4.7 percent increase in the tax levy to help pay for those new positions.

Kleis's 2015 budget proposal is $41.8 million, which is down slightly from the $41.87 million city budget in 2008. While overall spending is down for the city, the budget on public safety has actually gone up, from $23.8 million in 2008 to a planned $27 million next year.

The St. Cloud City Council will go over the budget proposal this fall, and must pass a final budget by the end of the year.
