ST. CLOUD -- Goatropers Bar & Grill in Farming Township has retained its liquor license even as its owner faces felony charges for failing to pay taxes.

Stearns County Commissioners voted in favor of renewing the license for Anthony Thelen with conditions that it be revoked upon any violation of the bar's operation.

The license requirement also states that employees must be trained regarding underage sales.

The license provisions also include pending charges against Thelen. He was charged last month with 24 felonies accusing him of underreporting the bar's food and liquor sales to the state, failing to pay withholding taxes on his employees' wages and failing to file personal income taxes.

Thelen has previous convictions of gambling fraud involving pulltabs from 2004 and civil penalties stemming from failed underage alcohol compliance checks.
