Work could begin as soon as tomorrow on the four-lane expansion of Highway 23 between St. Cloud and Foley. The project was slated to start July 1st but Project Supervisor Rick Beckes says they had to wait to get contract approval. And, with the government shutdown those contracts sat idle.
