ST. CLOUD -- A company looking to build large grain elevator and rail terminal has been given preliminary approval to put the $20-million facility on an 80-acre site along Highway 23 in St. Joseph Township.

The Stearns County Board of Commissioners today granted a Conditional Use Permit to Archer Daniels Midland if a handful of additional conditions are met. Some of those conditions include hours of operation, road improvements and noise reduction techniques.

ADM President Scott Nagel says this new elevator and grain drying operation is needed in this area to cut down on travel costs.  The new elevator will save corn and soybean farmers from having to ship their commodities to the Twin Cities.

The county board also voted down a tax increment financing request for road improvements. Many of those testifying questioned why a company with annual net profits of $62-billion would need public financing help.
