St. Cloud VA spokesman Barry Venable says the contractor was commissioned to provide a fully operational wind turbine and has failed to do so...

The VA has paid a majority of the $2,300,000 cost to build the wind turbine built by JK Scanlon Company of Falmouth, Massachusetts.

It's estimated that a functional wind turbine would provide the St. Cloud VA with approximately 15% of their annual electricity usage or a savings of $150,000-$200,000 per year.

Venable points out this is a contractual termination and wouldn't speculate on whether it will become a legal battle.
