FOLEY -- A St. Cloud man is scheduled to be arraigned on charges stemming from a fatal crash in Sauk Rapids Saturday night.

22-year-old Tom Souvannaphong faces four counts of criminal vehicular homicide, two counts of criminal vehicular operation, two counts of driving while impaired and one count of driving without a license.

Court documents detail witness accounts that say Souvannaphong sped through a red light at the intersection of Benton Drive and Second Street North. His car struck another car broadside on Benton Drive as it was proceeding through the intersection on a green light.

The crash killed a Hibbing couple and injured a third person in the car.

Records show Souvannaphong told the responding officer he had drank three beers earlier in the evening. A blood sample was taken to determine his blood alcohol level. A breathalyzer at the police department several hours later indicated Souvannaphong's blood alcohol level was at 0.10, which is above the legal limit to drive. Blood test results are not yet available.

Souvannaphong is scheduled to appear on the charges in Benton County District court Tuesday.
