ROSEVILLE -- The Minnesota State Lottery says a Cold Spring man has stepped forward to claim one of the $1-million Minnesota Millionaire Raffle tickets.

The Lottery says Carlos Vega Vega bought the winning ticket at the JM Speedstop in Waite Park.

Vega Vega won one of the two million dollar prizes. The other was claimed by James Mattila of Blackduck, Minnesota.

Vega Vega, who has been playing the Raffle game for the past four years, says his win “was a long time coming.”

As the new owner of El Torito Mexican Market in Waite Park, Vega Vega plans to pay some bills with part of his winnings.

JM Speedstop will get a $5-thousand bonus for selling the winning ticket.

Vega Vega and Mattila each will take home $677,500 after taxes.

There’s also five $100,000 prizes, one of those tickets was sold in Morrison county and two in Wright county.
