ST. CLOUD -- A proposed development for a dormitory and educational facility on 240 acres of agricultural land near Kimball has been dealt a setback by the Stearns County Board of Commissioners.

River of Life Assembly of God Church in Cold Spring had asked for two text amendment changes to the county's zoning ordinance which would have allowed education and student lodging as an accessory use for a church.

River of Life Church is looking to build a 35-room dormitory and educational facility for its "Heartland Master's Commission." It's a Christian-based network and school established to develop new pastors for rural communities throughout the state.

A number of farmers and neighbors oppose the project and want to keep the property undeveloped agricultural land.
