Man Charged With Sexual Assault Appears In Stearns County Court

ST. CLOUD - A man arrested on alleged rape charges made an appearance in Stearns County Court today (Monday).

Twenty-four-year-old Xavier Phillips-Freeman is charged with two counts of Criminal Sexual Conduct in the First Degree.  Bail was set at $600,000 without conditions, and $300,000 with conditions.

The incident happened on September 26th of last year near the Stearns County Administration Building in downtown St. Cloud.  Phillips-Freeman is accused of following his victim, pushing her down an embankment, and raping her.

The Stearns County Attorney's Office had filed a complaint and warrant request on January 10th.  Phillips-Freeman was arrested in Illinois and waived extradition.

The next court appearance for Phillips-Freeman has not been set.  His attorney has requested his client undergo a competency evaluation.
