ST. CLOUD - With just hours left in this year's state legislative session, it doesn't look like there will be a bonding bill this year.  However, St. Cloud Mayor Dave Kleis hasn't given-up hope.

Kleis says he still believes a bonding bill could be part of the budget balancing solution during a special session.  Kleis says it's possible Governor Dayton would be willing to give-up a tax increase in exchange for a bonding package.

State Representative Tim O'Driscoll of Sartell says, with the two sides still so far apart, nothing is off the table.

Kleis, and city leaders, were hoping to get bonding money this year to build a parking ramp behind the Mexican Village in downtown St. Cloud.  More parking will be needed once the Civic Center Expansion is completed.
