BURNSVILLE (AP) - The family of a man fatally shot by police outside a McDonald's restaurant in Burnsville is suing the city and the officers involved.

In a federal civil rights lawsuit, relatives of Map Kong say the shooting was excessive and unconstitutional because he did not pose a substantial threat. Kong was shot 15 times last March by officers who said they feared he could hurt someone with the knife he held.

The lawsuit says three officers were negligent in failing to respond to Kong's mental health crisis.

Kong's two sons, parents and nine siblings are seeking more than $2 million in damages.
