ST. PAUL, Minn. (AP) - A chief architect of the state's health insurance exchange wants to dismantle its governing board.

Sen. Tony Lourey plans to introduce a bill that would make MNsure a state agency and give lawmakers the final say on its budget. The exchange is currently governed by an independent seven-member board which controls its budget.

If passed, the proposal would drastically alter MNsure oversight. Republicans have called for major changes after the exchange's rocky year one rollout.

Lourey, a Kerric Democrat who helped lead the effort to create the exchange, says the changes will make MNsure more accountable. His bill was expected to be formally introduced Thursday.

Gov. Dayton and House Republicans have both signaled a willingness to consider the governance change.
