ST. PAUL, Minn. (AP) - Gov. Mark Dayton says a Republican state senator has single-handedly blocked the state from accepting $25 million in federal healthcare grants to care for children with cancer, keep Alzheimer's patients in their home and benefit other programs.

The Democratic governor says Tuesday that Sen. David Hann is guilty of "unconscionable" behavior.

Hann sits on a legislative panel that signs off on receipt of some federal grants. Earlier this month the Eden Prairie Republican notified Dayton's administration that he wants to review eight healthcare grants, but administration officials say that potential delay risks not securing the grants amid competition from other states.

Hann is responding to Dayton's criticism at an early afternoon news conference. He has been a vocal critic of state mandates contained in President Obama's federal healthcare overhaul.
